A home near me doing cruelty to dogs

When I passes by that person house. I see her throwing stone and other thing's to dog when ever any dog sit on the road in front of her house or near to her house. Basically she hates dog and treat the road as her property. I tried to make her understand, but she don't listen. Kindly help to teach her a lesson
